Firstly, because this bacteria (normally caught during childhood) stay in individual's body without much symptom; and secondly, many doctors do not know the right treatment for this organism.

So, it is possible that H. pylori stay in your body without giving you ulcer or cancer. Most patients develop symptoms in older age (>40 yr old). In severe case, H. pylori is possible to lead to permanent damages such as ulcer scaring.
